First log into your Google Plus Account. Then click at the top right of your user name, so that the info box opens. There, now you have to click on the account. The page loads then new.
Scroll down on the new page now all the way down. In the area of account management, you will find an entry, the "delete profile, and related Google+ remove functions". You click on it.
Now you can choose what is to be deleted. You can either only all of the content or your entire profile to delete. For the latter Option, select "Entire Google+ delete profile".
After you select this Option and have confirmed your Google Plus Account will be deleted. In addition, all content in your Google Plus account will be removed.
